However, the average temperature in remote areas outside of Lhasa such as Ngari and Nagchu is very low, nearly about -10°C.

Yes. According to the law, foreigners are not allowed to travel to Tibet in February and March. Tibet will be closed during those two months because of Tibetan New Year.

Besides that, some places are closed for travelers in winter due to the heavy snows and low temperature. Some high altitude places and mountainous areas such as Ngari, Namtso Lake, etc. are not recommended to you.
