More than 300 mountaineers from 30 different countries have come to Tibet this spring to try and conquer Mt Everest, which has begun on 17 Apr 2017 and lasts for 60 days. Mountaineers filed climb plans with Tibet Mountaineering Association ahead of the season. "The best time to climb is the last week of May, because conducive weather factors are forecast during this period," said Sonam, the secretary of Tibet Mountaineering Association, who predicted that 100 people would reach summits this season.

You will hear this suggestion often from any experienced tour consultants, but why it is so? --- it is because if you mention that you would travel Tibet during your stay in China, China Embassy would requires you to present Tibet Tourism Bureau Permit (also called Tibet Travel Permit, short for TTB), but here in Tibet, Tibet Tourism Bureau would not issue TTB until China Visa copy is provided. To sum up they are contradictory policies of different government departments which never get fixed, somehow.
